What is the effective way of writing Project Charter?

The Project Charter (PC) clarifies the level of authority to be given for the addressed project manager, and provides him/her the authority to start the project.  

To have an effective PC way of writing it is recommended to:

  • set out the project main goals, the detailed objectives and the main tasks and responsibilities,
  • point out the main participants to be involved, 
  • identify the main parties to be contacted (i.e. local authorities, stakeholders, NGO, etc.),
  • indicate the available resources, add the potentials for risks, include any assumptions,
  • set out the main dates for the project( start and completion dates, and any other dates within the project duration)
  • document the output of the project such as products or services.
