Your computer has not been successful in obtaining an IP address from the DHCP server. This could be due to the DHCP server being offline, or a network cable issue preventing your computer from connecting to the network or other physical problems. There are also myriad reasons why your computer has not been able to obtain an IP address but the simple reason from the symptoms is that your computer has not been able to obtain a valid IP address. The 169.254.*.* address is called the link local address and is the default IP given to your network card when it's not able to obtain an IP address. If you know your network address you can manually assign an IP address to the NIC (you'll have to guess one).
