Does drama work more rather than intention while delivering a speech or is it the other way around?

Because drama gets attention. Having said that, drama without intention is not much use.

I would also have to agree with Jana Dobrotkova's answer, and to expand on that, Drama is what typically catches a person's attention, it is what most seek, while unintentional, it happens. At the same time, depending on the varying target market you are speaking with, Intention works equally as well, as the market within itself is actively searching for that information. They both work in their own specific way, but Drama works more simply because a lot of people enjoy drama.
