Learning is vital to aquire new skills and it may be through self study, working experience, or formal training...etc. Actually formal training is sometimes more important to officially document and prove your skills.

If by learning you mean book reading, them maybe yes. You can acquire skills by doing (practice). The same way teachers acquire a skill of communicative teaching after having been taught to use the traditional method of teaching; or the way you learn to drive a car; or learning to swim when it's the only way to survival!
