I am an electrical and electronic engineer planning to do a master degree in a project management do you think is it good decision?

 I think the certification is better as you can take in perioud less than a master degree

Here there are lot of things to be considered.

•  Be sure why you want to do masters? and where you want to do?
• As of now certification matters in beginning of career, masters will matter in later part.

It is better to gain a strong experience with your bachlor degree. Once gained required experience you will get a clarity. Mean while you can aquire required certifications. Further after certain period it will be Experience+certification+ Masters degree. you can survive anywhere.
