If an organization applies for an ISO certification it will develop strong HSE culture. Why? because HSE is included in the set of requirements before the ISO organization issues ISO number. It will force management to be HSE proactive. Companies cannot make business if they are not ISO citified. If I am an owner and would like someone to build me a big refinery then I will select the company that is ISO certified.
No matter what you do you just cannot force management to be proactive even the best HSE professional will fail as long as management is not committed.
