It depends what instantly and frequently your user want to subscribe or use.  If you launch either of them(App/Website) try to know what type of product or services your app or Website would provide to them which they would require immediately or later on

Websites still are more engaging...Many people who use apps enjoy the easy utilization of the company's service but not much to engage with the company.
