Imagine a Cop just out of his academy, approaching busy intersection to direct traffic for the first time. Academy told him to step into the street and hold up his hand and the cars would stop. He tweets his whistle weakly and sort of waves at an oncoming cars which roars by him.
Now Imagine a seasoned Officer coming on the scene. He steps into the street, blast on his whistle, stretches out his hand and the cars stop.
Here is where authority was given to both but powered by only seasoned officer.
Authority is a particular type of power or influence.
The term Authority is only related with human while Power can be exist in animal, machines etc.
