The best way to measure the progess for Engineering Deliverables, which mainly produces drawings and not quantities is PDCA Methodology and the KPIs.  Developing Engineering Designs is product development process and therefore applies to Project Management process. and hence PDCA Methodology applies. Because of the often non-determinate nature of Engineering Design process performance of designteams should be measured as the delivery should meet certain quality requirements and not just quantity. A KPI reporting concept covering the design process should be developed in order to implement an interactive Management KPI Dashboard. Performance of design teams should be measured as to whether they meet the requirements, whether they are within the budget of the organization for the process and whether they are delivered on time. Whatever cannot be measured cannot be improved upon. The Engineering Deliverables no matter the quantities if not meeting the above listed KPIs falls short of the desired requirements.
