The formula for Earned Value = % of completed work X BAC. As soon activity start earning progress we can start progress reporting.

The earned Value is the Physical % age complete multiplied the control budget.

The Physical percentage complete can be done in many ways- based on activity steps, accrual methods defined or any project specific progress measurement system being employed.

To answer the question- activity will start earning when the physical progress is being recognised for the activity
