MOBILIZATION IS THE FIRST STEP OF PHYSICAL STARTUP OF A PROJECT.  MOBILIZATION IS BASED ON CLIENT REQUIREMENTS TO ACHIEVE HIS GOALS.  MOBILIZATION OF MANPOWER AND MATERIALS SHOULD BE PLANNED COHERENTLY THROUGH SYSTEMATIC IMPLEMENTATION FOR TIMEFRAME.  IF BOTH MANPOWER AND MATERIALS ARE MOBILIZED ON TIME ENCLAVED WITH BUDGETED RESOURCES, THEN GOALS SHALL BE ACHIEVE WITH DILIGENT CONTROLS AND MONITORING OF PERFORMANCE OF THOSE RESPONSIBLE FOR THE PROJECT.
