It doesn't make sense to build my own computer nowadays, howeverin the old days, there was often an economic advantage. Today it's the dominion of a few passionate hobbyists. So I think that era come to an end….

Yes it is, but the quality of your computer depends on your knowledge and the basic components you are using.
Of course. I have been building PCs since 2000 as hobby. You can go to your computer market and buy motherboard, VGA card (if not already builtin the MB), hard drive, Ram, Chassis, Keyboard/mouse and a monitor and you're done. Most current MB come with vga/sound/lan/wlan builtin so you don't need to buy additional components. Also depends on your requirement. For general purpose use you can cheaper components otherwise for gaming you can go with components costing 1000s of USD.

Yes you can build, most of peoples using old computer parts to build computer. commonly they use following parts if those parts functional. Mother bord, cpu, memory, Hdd, dvd+ and cabinet. if user looking a upgraded version from scrach can take functional parts HDD, DVD+ and cabinet. They will buy higher CPU, MB, and memory.
