So far as I am concerned, I started participating in Bayt.com community discussions hardly a Month ago and, honestly, it's SUCAH A MAVELLOUS EXPERIENCE AS TO GET IN TOUCH WITH THE BONA FIDE INTELLECTUALS FROM ALL OVER THE GLOBE that even if I am dead busy/tired, nothing can stop me from signing into Bayt.com & partipating in the Informative/Lively discussions. So the first part of your question gets a 'BIG YES' by my side.
Now come to the second part of your question. During my one-month intellectual activity on Bayt, 'THRICE' I FOUND DIFFERENT PEOPLE RAISING THE QUESTION REGARDING PROSPECTS OF EMPLOYMENT ON BAYT (In fact, they didn't get job). I admit there might have been different factors involved in their not getting job i.e. Unprofessional Resume, Incompetence in the profession they wish to get a job, Geographical hindrances (Visa prob) or simply the FATE is not in their favour, etc. But, overall, I think Bayt needs to be a bit more strategic in view of its purpose of providing jobs to the people.

Yes, it helped specially with the help of specialities.
It succeeded in the first option
And it failed to offer suitable jobs work
it is like any other job search media... it just can expose your resume... the blogging .... did not helped me at all.
There are just to many people out of a job and employers have the pick of the best they want for there company. Than the interview now it comes to the best fitting person...
I had no offers ...nor is the put your resume on top working....... I gather every one does it your resume stays where it is.
My resume is more viewed and more recruiters call me on my resume I have posted on other sites.
At least we have less scammers or people solisiting in an unprofessional manner, but to be fair I have seen this on other sites too.
With some employers it is not clear if they are fake or real. It would be nice to be adviced by Bayt.com; careerbuilder.com verifies if an offer is fraudulent.
So no it is not doing a great job
Of course, Bayt.com allowed us the opportunity to create a learning environment that is full of experiences.
In the second part of the question I agree with the expert/ Farhana "Bayt needs to be a bit more strategic in view of its purpose of providing jobs to the people".

The proportion of employment in this site is very small, and there are plenty of Subscribe to this site years ago and they are did not find a job
Regarding first part no doubt that bayt.com makes a great opportunity to bring the professionals around the world under one umbrella.
But for second part it’s really in cloudy mode, and I am also in doubt about its original situation. I think in this regards bayt should publish a periodical summery (Monthly/Weekly) for those who have got job through bayt.com and congrats them in here. These also help everyone in here to realize the overall job status and opportunities.
