Roads need to be maintained: potholes filled; water damage repaired; white lines repainted; etc.

This does not need to happen continuously: it does not need to be every day or every week.   However, there should be periodic inspections every month, or whatever time period is appropriate, and then routine maintenance carried out.

Periodic maintenance is the regular, routine work that always has to be done every month / quarter / year / five years.  Maintenance includes expected repairs and replacements.

Emergency repairs are when something rare or unexpected happens, for example severe storm damage.

periodic maintenance treatments are ideally applied on pavements prior to their manifestation of distresses. These treatments are intended to prolong the life of a pavement by restoring (or maintaining) desirable properties while such measures are still cost-effective. Periodic maintenance can delay future deterioration, or correct existing distresses, therefore they can be classified in preventive or corrective (reduce deterioration progress, or correct existing deterioration producing a step in the distress curve).

The purpose of periodic maintenance is to maintain the structural condition of the road. The activities are large scale (larger than routine maintenance) and they include preventive, resurfacing, reconstruction activities. Sealing cracks or pavement reconstruction (milling and laying new pavement layers) are some examples of periodic maintenance. Pothole repairs are part of routine maintenance- as an example of routine/periodic maintenance differencies.

Of course all the above-mentioned are in theory. In Greek highways/roads pothole repairs are not included in "routine maintenance", but in "every-day-routine maintenance"... and periodic maintenance should be routine maintenance...

Periodic maintenance of roads is done mostly after rainy season in flexible pavement and it is done any time if any damage has been caused due to heavy traffic or any other reason.
