In normal conditions there is no support to install LINUX to NTFS and WINDOWS to ext4 except mounting the partitions.

Linux on NTFS
No. NTFS doesn't support Linux file permissions so you can't install a Linux system on it.
Windows on ext4
No,Because the Windows installer does not have support for ext4,
NO . you can not install linux on NTFS, but you can mount NFTS partition after installing Linux
NO . you can not install MS Win on EXT4, but you can mount Ext4 partition after installing Ms Win
Simple answer, no you can't.
1st of all it is need to think .. why we want to do this..?
2nd, Linux can't understand the NTFS and vice versa.
1. But you can mount the NTFS partation in Linux and Ext4 partations in windows.
