There are two parts of question.

Part 1. What happens when quality is compromised?

The concept of "quality costs" will help to understand the effects of compromised quality.

There are 2 basic types of quality costs namely "costs of conformance" such as costs incurred to impliment a quality control system including inspection / checking costs, and "costs of "non-conformance" such as internal and external failure costs.

There is a trade-off between conformance and non-conformance costs. Reducing conformance costs will result in increased non-conformance costs and vice versa.

Compromised quality means reduced conformance costs. The result would be an increase in non-conformance costs. e.g internal failure costs (more defects, re-work, waste), external failure costs (more complaints, after sales services, sales returns and decreased demand / sales).

Part 2. Who is responsible for the quality of product or services in the organisation.

Ideally, everyone in the organisation should be held responsible for the quality of his / her work. However, according to principal of controllability, they should not be responsible for problems / areas that are not under their control. e.g manufacturing department would not be responsible for high defects rate if this is because of low quality raw material purchased by another department.

Typically, a quality control team / department is responsible to ensure acceptable quality of products / services.

It leads to customer, guests and clients complaints which further results in loss of revenue. The entire organisation is responsible for poor service or quality. The customer, client or guest blames the organisation not the individual.

It will result into low quality products that are not demanded by customers thus losing sale. The manager is responsible for the production of quality products in the organisation by, Ensuring quality input in the product to be produced. Proper monitoring of workers to ensure they are doing the right thing. Ensuring clean environment where products are produced. Carrying out research about the product . Training workers and specifying workers . Motivating workers, this will enable them work hard as well as producing quality products. Listening to customer's complaints and make a change where there is a need. Therefore , the managers, employers and surbodinates or employees are all responsible for the production of quality products in an organisation.
