The project charter must be issued by someone external to the project team and at the appropriate organizational level to satisfy the needs of the project.

Ans: B Client Requesting Service

By definition project charter should be issued by the Project Sponsor. Hence the option A and D are ruled out.

C is possible only when that manager is initiator of the project. But it is not mentioned in the response.

Hence option B is only possible option that fulfill the criteria of 'Project Sponsor'. Please note that word 'Client' can be used for other functional unit requesting project services. Hence it is not necessary that 'Client' is always external to the organization.
