The definitive terms of a contract are written during the 'pre-award phase' - when the project scope has been defined, the contract may be finalised and tendered (or directly awarded pending local procurement requirements).  There may be limited opportunity for contract negotiation during the post-tender phase prior to contract award.

my answer is D - they are defined and determined during Requirement stage.
