Sometimes, we've to make such decisions as for the time-being look devastating in terms of hindering our progress; but the far-reaching/long-term consequences of those decisions are par excellence.
Such is the scenario mentioned in your question. In my opinion, that worker must be immediately sent home to teach him a lesson that he is not supposed to consume alcohol near/during the working hours so that he doesn't commit such blunder again. No-doubt your work progress would lag behind for the time being, but, the ultimate result would be in your favour.

Actually, I agree with Krishna Varughese on the two fronts: However, I do not concur with him. Ethically, I would do nothing.Because smelling of alcohol does not mean he is drunk. What is important is his ability to make full use of his faculties required to do the job. People often feel tired at work and cannot work just because they slept late or could not sleep the last night. Do you send them away?
And practically, I will discuss with him and assess if he can actually deliver. If not I will send him home.
Allow me to digress a bit: I will look around through my contacts to get me someone to assist me finish the job. If I can't, Ithen I will work the midnight oil to finish the job. I will inform and discuss with Management. Shit happens at times and you cannot do anything.

Such scenario, i will check him whether he can able to do the work, then let him do the work and I will be with him throughout the work till it finishes...before the work I will give him plenty of water and first aids will keep nearby.
2nd option: if he cannot do works he is too drunk, and then I will take the responsibility of doing it myself. But I will not send him back to home; will allow him to take rest at the office itself.
I will call him on the next day and ask explanation, if it's case 1.
I will issue warning letter if its case 2 and terminate him if he repeats.
