Starting from Site Engineer to know the real implementation and them moving to Design Engineer. You know what you are designing.

It is better to be a design engineer.

Design engineer is more better than site engineer.

Design and Site engineer both are important part of any industry. Design engineer having imagination power and site engineer have practical knowledge.

You can't make one better over another. Each field has its own importance. For you to be a design engineer, you should have good designing skills in your respective domain and for a site engineer you are mostly restricted to the working site.

both are best in there knowledge and work but site enginner having parctical knowledge also.

It is left to ones interest & preference.

A person interested in dealing with different people and  construction aspect of a project may choose to be a Site Engineer. 

But for a person having the taste for technical intricacies and prefering to be at office most of the time, Design engineer job may be more suitable.
