My choice is C and it should be the right choice because during the planning stage we actually create a procurement document.

I firmly believe, the correct response is "C"- Plan Procurements. It is in this phase that the creation of procurement documents vis-à-vis request for proposal (RFP), invitation for bid (IFB), request for quote (RFQ), request for information (RFI), tender notice is processed.
