you can pick one answer only Hanan, you need them both.

I believe that you have to hire expertis to lead your projects, and to recruit high tech skilled people to operate your projects (for contracting companies for example).

just insure the existance of a professional recruitment process, identify your needs, then smoothly you can choose what type of employees you need.
