I think a good way to contact other bloggers in an attempt for a guest introduction, would be to get involved in the posts of the blogger. A positive approval of the blogger and daily/weekly involvement in their posts can be a sure way to build a relation and develop confidence.

Blogging online would require the same communication and socialising skills that would be relevant if you were to meet someone in real life and intend to build a professional or personal relationship. 

Talk about your blog and what it is about while giving a reason as to what benefits a guest post would give to your correspondent and yourself. Contacting them through their own blog via a private message or email specified; follow proper channels is the best practice.
