Option D & E as these are very subjective.

However, post contract evaluation is very important and vital for all the first three reasons as the outcome can assist the management contract team with following information which is very important in decision making :-

Supporting Option A : To find out if the deliverables are matched by the contrator or not ? This will guage the performance of the contractor and help the team to decide the full & final formalities (Settlement of final bills, release of retention money and issue of performance/completion certificates).  

Supporting Option B: The evaluation report will also help the contract team in formulating future contract policy or approach that may require some improvisation in processes, terms or specification. 

Supporting Option C: The evaluation report helps the contract/project managers in highlighting grey areas where the contractor has breached any of the terms or specification.Which then acts as a point of reference for making legal procurements.
