Considering India as a nation,

Any law or covenant or agreement which is defeating the principles of constitution of India(the law of the land) can't be made law or implement in the nation.

So any covenant or agreement or convention which India as a nation, party and ratified, can proceed with making law to give effect to the agreement as long as it is not against the principles of constitution of India.

Once the convention or agreement is made as a local national law, it is binding on the nation as a whole.

My 2 cents. Thanks.
