It really depends on the person and the role he/she is assigned to. Some people would like flexibility on the matter, since especially if their role requires them to work solo most of the time, it would be better for them to work at their own pace within the given timeframe. On the other hand, other people need to be kept on time scedule, maybe because they can't do it on their own, or because they have to work with other people during their assignments.
Personally speaking, flexibility as far as the working hours matter is concerned, would be welcome, since I like working at my own pace; however, this flexibility wouldn't neccessarily mean that my working hours would be different than others'; it mostly means to me that I have a relative freedom to perform and underconsiously feel like my own boss, hence producing better work output.

I would personally be more than happy to work flexible hours and the freedom it presents as I already work long hour. It would require quite a bit of planning, and it all depends on the type of industry you find yourself in.

The responsibility for the efficient operation of the scheme with flexible working hours rests primarily with line managers. The operation of the flexi-time scheme is based on the acceptance that the structure’s operational needs take precedence over personal preferences. ( and this is hard to control even when we talk about a standard work program with the employee present at the working place).
