Great question Zafar, To be honest HR has a different meaning in different companies. Sometimes HR are just the administration people and recruitment agencies or other outsourcing providers have taken over their original role. So in general I would say that HR is who they want to be in an organization. It depends on the strength of HR itself which role they really play in an organization. Sometimes HR is a really influencing and contributing role and sometimes they have limited themselves to being just the admin guys.
