if you already have a website you want to convert to mobile then go with HTML/JS/CSS (much faster and guarenteed option).
Otherwsie, pick either .NET for any Microsoft mobile device and Java for others.
I think Java for Android, Objective C for iOS, C for other Embedded devices.
Android based applications are built on top of Java, right now Android has great share in market, & iphone apps are built on Objective C, you can say it is an extension to C but Object Oriented.
