No, you can't but if you downloaded another design software with the same version year or less , such as Autocad ,Sk.Up,or revit you can import2D model from Acad LT and modify it into3D one.

No, You cannot because AutoCad LT is low cost version and deisgned by Autodesk to use for only 2D not for 3D puposes.
