Which Internet technology offers a high-speed connection in rural areas but can be adversely affected by the weather ?

I think 3g mobile internet is more accessable and affordable in rural areas. Also dish tv communication can be modified for internet connection. And for power in remote regions it has to be either wind, solar or bio.

Now a days, 4G LTE advance is only technology which is faster then any other wireless technology. Before that WIMax was a good option for connectivity in rural area. Stellite technology is expensive as compared to others and have bad impact on human beings.
