Emergency routes and exits must lead as directly, In the event of danger, it must be possible for everyone to evacuate the premises as quickly and as safely as possible, Emergency doors must open in the direction of escape, Emergency doors must not be locked or fastened so that they cannot be easily and immediately opened by anyone who may use them in the event of an emergency.

Not locked, but closed at all times. Fire doors require a panic hardware so once an emergency occur, personnel will only push that and it will open. once it's open, it will alarm now.

Fire doors should not be locked at all time but it should remain closed as well as there should not be any obstruct and most importantly this fire doors should open only from in to out (one way access) in order to prevent from possible misuse.
