Proposals are rather pursuasive in format and try to convince you as to why they should be the winning contractor not always informative and not always following the rules of the rfp. Thus the reason you should call for redacted versions to be submitted in in your rfp so that you can have completed annoymity and fairness when submitting and selecting your contractors for the purpose of quality and cost.
D - proposals is a formal submission by the bidders explaining the bidders intention and capabilities, services, cost etc.
Suppliers/ sucontractors submit their proposals baseed on details i.e. specifications & design of works asked in enquiries from contractors.
