The best way to reduce weight is resistance exercises and weight lifting. For reducing your lower abdomen use leg raising, and for upper use crunches,start from 3 sets of 8 repetition and increase gradually and for thighs use leg press and squatting with repetitions mentioned above
Try doing Pilates and Step aerobics (the intensity depends on your age , weight, Diet, and health condition) under supervision of a fitness trainer initially.
