Well, in my opinion if he - she is only manager then he - she will accept and let you go , but if he - she is a leader then he - she will ask you why? And prevent you, and may be he trying to give you the same privileges which you will get with the new opportunity

In my opinion, its better to inform your manager that you are looking for better opportunity because your manager will give reference in your new job and he will give good reference if he knows otherwise he/she may be upset with you. He/she may also help you out in your present job and may give you the opportunity what you are looking for. Its all depends on person who is your manager, that to help you ar not to help you.
For me it's a big NO.
Below points given on how to deal with it.
1.Request a closed door meeting with him/her.
2. You should be prepared on how you approached him/her for him/her to understand you better against on what are your expectations.
3. Remember for me the Good Leader may lead and guide you on how he/she can help you to grow.
3. If your a highly valued employee, definitely he/she will never let you go. (but not generally, if not better you choose to keep silent) atleast he/she may know already.
4. Remember everyone has the right to seek a good opportunity ahead of us, but telling your manager to look for another good ooportunity will not be a good idea.
5. Take a last step if you feel that you were ignored or rejected, then you should leave them as per law.
honesty and intergrity should be the focuse of any profetional relationship. If an employee is unhappy/ unsaticfied with his or her work. then they should come forward and dimonstrate the reasons why they are looking for better opportunities. the manager role consist with trying to understand the employee point of view and how can he provide a better opportunities to develop within any organisation settings.

1. Did you discuss your EXPECTATIONS out of your CURRENT job with your manager?
2. Did you have a plan to change job BEFORE joining in? We face this in Dubai as most people do their best to get a work visa then they create all kinds of problems to leave. They turn to be a completely different creature! This is a non-ethical act in fact!
3. Are you committed to do your BEST during the one month advanced notice? and HONESTLY! or are you going to steal confidential information and customers and trade them for a better job offer?!
4. Be clear and honest with your current employer. You could be a reason for others from YOUR COUNTRY to lose work opportunities and BLACK LISTED by business owners. I already have some nationalities in this list due to REPEATED business ethics violations!
5. Are you going to let yoru current employer "invest" in your development while you have this hidden intention to turn his investment into losses?
6. Leaving a job to another is your right IF done ethically and per the laws.

Yes, you have to inform your manager because you were working for a department and you don’t want to see that department crumbling due to your absence. Let your manager find a replacement or enforce the succession plans. Have good ethics always.
