As a reader, the content of the site is more important to me. However the design of the site is also important in engaging people and spend time on the website.
But a reader (more particularly blogger) is interested in the contents not design.
While both are equally important, site design should be top priority when making a website from step 1. If the design is not easy to grasp or follow then the best content is going to be wasted since the reader will just stop reading. Content should be easily accessable and complimented by the design.
I can clearly answer: "Substance over form". Present complete, relevant and accurate picture of the topic. Best books are forever, even without binding. Nothing else nothing more.
Content is more important than design.
When reader wants to know information about something, you go to a search engine and enter keywords to get results based on these keywords. Hence, the first thing the reader looks for is content.
Nonetheless, design is also important. If the design is messed up, the content would be unclear and not attractive for the reader to continue following the site.
both are necessary at their own levels. but one can survive without a good design but couldn't without a well-written content as the actual priority of a reader is to read. he can adjust without an unattractive design in a satisfactory content but can't adjust with an unsatisfactory content although it is ornamented in a beautiful layout.
Actually, the content and the design of the site are two complementary elements in any book. But I see as reader, my first sight goes to the content, and how the sentences are combined within the text. I see design of the site is much helpful for the writer to follow more than the audience.

I would say both. Both are equally important whilst readers do care more for the content if the design for the website is not much to attract them they'll probably leave or feel bored as soon as they enter the website.
So I would recommend working on both, work harder on the content of course because that after all is the platform of your work and what will keep readers coming but work hard on the design as well because that what attracts readers in the first place. I think if you worked on the content and the design that will make you stand out from the rest because you have put effort in both and I'm sure readers will appreciate that.

Both are important. You can't rely on the content alone because it's the design that attracts attention first. If it's weak, dull or similar to other designs, the reader will instantly think that the content isn't any different and won't bother checking it. Remember, it's the first impression that counts. You either grab attention from the very beginning or you don't. Think of it this way: what would be the use of a great, strong content if noone will bother reading it?
This is a good question and I haven't heard this from many. I believe, looks comes first. It is just like a human being, we are attracted to the good looking ones more. If you have a good blog / website design, readers would LOVE to come back again and again.
I have subscribed to many blogs or magazines. But I don't prefer reading or visiting those not having a good design. Once you have a good design, the reader will enjoy your content more.
Now for the designs, there is no set rule, but most experts suggest to have a simple page - easy to find the information, sufficient whitespaces involving, and an organized page.
