I think learning and development plan needs to stick with lots factors:
- we need to know who deserve it, and the background of the deserver.
- we need to know the internal program and external program.
- the gap between the goals and our people.
- we need to create environment that every one teach other and every one will deserve rewards if his follower learned.
- the managers and supervisors has to work on it, and HR will support them for all the needs.
- career paths for each position has to stick with the performance
By maintaining specific routine with 24 hours any one developing all side including learning.
