A baseline is a reference point in the software development life cycle marked by the completion and formal approval of a set of predefined work products.

Baselines are also used to identify the aggregate of software and hardware components that make up a specific release of a system.

 

The baseline in project management refers to the initial cost, scope and schedule of the project. The baseline functions as a measure so the project will not deviate.

Usually baseline values in PM will be:

- Original Scheduled Start and Finish Dates

- Planned Effort (may be expressed in hours)

- Planned or Budgeted Cost

It's true.  Baseline is used in both disciplines.  In PM it's used to track changes in scope.

The practice of baseline is very important in the sense that it allows a project manager to monitor and evaluate the project performance. Thus, it will help to determine if it is within the budget limit or not. Moreover, it will help to know whether the project is on track as required so as to identify areas that need improvement . Therefore, lack of baseline, there might be an escalating cost leading to project failure.
