In any organization , there are problems facing the staff , but in consultation and cooperation are solving these difficulties .

YES Definitely HR personel are so bind sided by their mindset of acting as a support for other business units that definitely forget their strategic role of understanding the core business of their organization

The HR personnel in any organization, has to be fully aware of the mission, the vision and the main strategy of this organization, since he is directly responsible for choosing the right efficient calibers, sharing in designing their career path in the organization, their continuing training, their motivation as well as their performance evaluation, in order to achieve maximum return on equity (ROE) for the organization's shareholders, in addition to the “value added” to the business community in general as well.

Even if they work in different domains, HR personnel have similar duties in general. Moreover, they are not fully involved in the core business of the organization where they're working. So it is not clear to me what kind of understanding difficulties you're referring to.

If you could be more precise this will help in providing you with a clear answer.

It depends. It is all in the hands in the management to decide whether HR personnel needs to have deep understanding of the business or not.

It depends upon the qualification and experience of the person. If he is well qualified/experienced, he knows the organizational goals and the business.

Thank you for your invite. My observation is that every professional organization conducts orientation for every new employee no matter what department they are joining therefore in such organizations the problem you mentioned does not arise. Therefore if such problem is there then the organization should start conducting orientation program where new employee is given full knowledge of the core business of the organization and is made to spend 1-2 weeks or more in each of the functional departments to thoroughly understand operational structure, role  and responsibilities of  employees at all levels. Hope my answer provides you solution.
