The way, security is everyones business, same way safety too is something that everyone in an organisation should be involved in. No one can or should sit and enjoy the fruits of safety, if he or she does not contribute. There is no level of employee who can abstain or be exempted from this contribution. Hence, each one of us is a contributer and a customer. The very reason this function reports to the highest chair is because no one is supposed to be above it but contribute in its implementation.

I would say All employees in an organization and the community as a whole. When discussing the role of the occupational safety function every person involved with a particular organization must be considered. This includes all employees, their families, the organization’s customers and the community as a whole; only focusing on the work can miss important opportunities to protect employees and promote a safety culture.
