If the business is social media based- they will need to use the social medias anyway. If they are only hanging there - it is not advisable. Answering several messages or checking their phones I don't consider a problem. If they are bored and they have nohing else to do - this is another story. Then it means they will need to be given tasks or problems to solve. Social media is addictive and we all know it.
Based on previous experiences, it is NOT advisable. But, YES, I would allow it!

I would allow employees to use social media during work hours if it is related to their work, otherwise no, it's not a good idea.
Using social media during working hours is a waste of valuable time and effort. Employees can enjoy their social media during their breaks.
Responsible duty minded usuage may be permitted...it shouldn't be a hindrance for work and job commitments. Thanks.
