Important feature to look into is the frame rate, which will directly impact the performance of the card by allowing for smoother animation.
But if you only wants to improve your computer video performance and thinking to upgrade it, you first consider other hardware you have if it is compatible to your existing spec or not so, be sure to examine the graphic card you want to use.

The significance of each different specification depends on the application you're looking at using the card for.
For an example if gaming is your requirement you would be looking at items such as the graphics card memory, memory speed and GPU speed.
However if you're looking at a workstation type application for example purely using AutoCad or for multiple screens you would look more at cards designed for that environment such as a nVidia Quadro or ATi FireGL card.
In those cases you would look at more the amount of memory on the card and the type/number of connectors on the card itself.
I think you'll find that most times you need a graphics card for a specific use those requirements will be listed and you can use that as a baseline for what you should be looking for.
