Can the project manager with management background lead a construction project successfully? Or it's better to have an architectural engin background?

A Project manager with the Architectural Engineer background is an asset, but a project manager with management background  is not the reason to trust him as a good project manager, execution can be done by the team but managing the team does not requires a technical background.

A project Manager with management background is always stronger project manager for construction project. An architect can be affective as Technical Manager but not as project manager for construction project.
