a-As early into the project as possible.A committed schedule should be there before any initiating or planning processes are applied for the project.
b-During initiating. The definite project schedule should be developed concurrently with the project contract (if applicable) and the project charter.
c-Scheduling should be avoided. agile approaches with aback log and a weekly to4-weekly meeting cycle are sufficient for modern project management.
d-When most planning processes from time,scope,and procurement management have been finished. These will then be iterated when necessary.
Option-B During initiating. The definite project schedule should be developed concurrently with the project contract (if applicable) and the project charter.
It depends on requirement of contract documents. Usualy milestone time schedule is required during the tender stage. After awarding the contract, a detailed time schedule (Baseline Program) is submitted within the time limit specified in the contract by the client/management/engineer.
I think the option is :

Option d- is the most apporopriate answer.
I will prefer option#D ------------------
You can estimate a theoratical time table to give the stakeholders an idea, how long it would take to complete a project like this ... perhaps quoting a similar project ... add a few weeks to the time table ... however let them know that you need to adjust this prodiction when all vital information is gathered ...
Usually this will be at the end of the planning stage and lunching the project
in my openion, just a day after the launch. Development is an ongoing progress that never ends.

To Who's select option B -- word "Definite Schedule" is more details then the required/available information in project initiation stage - at that stage only the project expected or required duration as per stakeholder/sponsor requirement
