Whether we accept it or not. it matters. European and Americans are always favored over other nationalities due to its superior educational background.

Manager character affects the work only. if he is expertise manager he will handle all the issues whatever nationality he is.

No never it wont affect the work. It all depends on how he fetches the team.

Where there is a manager there must, by definition, be a team.  The nationality of the people in the team (including the manager) is irrelevant.  What matters is the relationships between the people.

Sometimes a pair of nationalities can be difficult: for example if you have a team where the countries of two members are in conflict.  E.g. if there is a Ukrainian and a Russian.

Knowing the nationality of a person tells you exactly nothing about what kind of manager they are.

Nationality is not a factor perse, but rather the background and values that makes a different. People from different countries develope a type of persona along the way of their existence. This persona affect the way they manage and interact with others. People from the MENA region tend to be hard and tough to work with, this might be a negative point for people who have different background, but for people within the same demographic group it might be looked at as a perfection seeking type of personality.
