When can I get the chance to work as an Admin/ Manager despite being in HR & Admin for almost 17 yrs? Familiar with the entire aspect of HR & Admin.

All the companies are looking for at least5 yrs working experience as HR/Admin. Manager. If I don't get to start as HR Manager, how can I have the experience? Presently working as an Administrator in Samsung Engineering, Saudi Arabia.
