In order to work across layers you must have more than2 layers.
To move a particular layer down - ctrl + [
To move a particular layer up - ctrl + ]
Consider2 layers in photoshop.
Layer_1 = with black color filled
Layer_2 = a red_circle/ image placed
Now the circle will not display on the main screen since the black fill is at the top of the circle layer. Now by selecting circle layer(Layer_2) click ctr + ].
Now the circle will display with he backgrond of balck color. Since the circle layer(Layer_2) is first now.
Other layer shortcuts.
Duplicate a layer = ctrl + J
new layer/ empty layer = ctrl + alt + shift + n
You can also move the layers upand down by simply select and drag a particular layers.

Use the Move tool (Select section of the toolbox), to drag the layer from the source image to the destination image.
The old method use to be this:
-Open the two images you want to use.
-In the Layers panel of the source image, select the layer that you want to copy.
-Do one of the following: Choose Select > All to select all of the pixels in the layer, and choose Edit > Copy.
If you want to follow newer method of editing images on layers (depending on your software version):
- You can now convert layer into Smart Objects that retains editing information that you can keep adjusting should your idea's change. It's basically, 'Flexible editing layer' that holds parameters - including filters.
