I will be a little blunt here. But you wouldn't just write for the good of mankind - You would want to see your efforts being paid off. And that would be done by seeing your target audience giving a response - ANY response that may be. But a good Call to Action would mean that they understood your blog post and that they would spend their precious time to respond accordingly.
Why would you post a picture on your Facebook page if you don't want likes?
Why would you put up a question on this forum if you don't want answers?
Why would you tweet if you don't want to be retweeted/followed?
Likewise, why would you put up a blog without requesting your followers to do an action: hence your CTA.

Its human nature to seek and take challenges so this gives them something to do and a reason to come back because after this, they expect to see how far they went and the progression on your cause after said call to action was made. This also gives the idea that your readers' actions matter hence why you are making this call. People also love fighting the 'good' fight and loyal readers will view your call to be the right choice.
