NO! This would not only be bribery, but would expose your organisation to challenges from other parties tendering for work and potentially severely damage your business reputation

No.  That would be bribery.

Inexpensive or customary gifts, such as modest hospitality or a commemorative pen, are usually acceptable providing they are declared to the company and the tax authorities.

When in doubt, imagine you are one of the other prospective contractors.  How would you feel about this gift?
