Though a project may have multiple cost base lines to measure different aspects of cost performance but unless there is an approved change in the project scope cost base line is not changed, usually. So I go with option C .

Budget updates are changes to an approved cost baseline. These values are generally revised only in response to approved changes in project scope
C. could be the answer because it is approved change but A is a good option
Cost Base line is the sum of cost estimate & contingency reserve. if any significant changes to these two may affect the cost base line. Base line is the bench mark to measure perfomance. Compare the values in the Base line cost and Cost fields to determine if the task is still on track within your budget.It is an approved budget usually in a time distribution format used to estimate, monitor, and control the overall cost performance of the project.
