What if the employees can't follow the " Policies and procedures" of the organization?

Why not? 

If there is a majority who repeatedly don't follow rules, it's either because there is something off with the rules or the management is not firm enough. 

 

- You can find the correct answer if you have a friendly chat with the employees and hear them out. 

 

If the team is of a younger age, you may simplify those rules and stick them around the office in a fun way.

If the employees will not follow the procedures and policies, we should understand, perhaps they don't understand or they don't know how to implement or what is the impact of procedures or policies to the organization.

To solve the issue that organization should take:

1. For new employee(s), organization should implement the orientation of work environment and also policies and procedures before employee(s) start working in organization.

2. For old employee(s), organization should done the re-fresh the employee(s) mind set for the important thing to follow the policies and procedures on work environment to achieve high performance.

Furthermore, organization should decide to give the rewards for employee(s) when have high consistency to follow the policies and procedures, but the rewards must not for money, bonus, benefit but could be the appreciation.

Good luck to implement the strategy to your employee(s) on work environment.

The leader needs to understand why the employee is not following the rules.  Perhaps the employee himself does not know why.  Once the reason is discovered, then both can determine if change is possible.
